social economy in a changing world

Today, more than ever, the social economy is recognised as having a relevant role to play in a world characterised by rapid change and the constant need for different actors to adapt to the various threats to social welfare, which arise from the inevitable process of economic globalisation. Social economy organisations play a crucial role in linking economic growth and the promotion of social inclusion, increasing employment levels, and the democratic participation of citizens in the development of their own communities. This role was emphasised with the Covid-19 pandemic crisis, in which these organisations were in the front line in combating not only the emerging health issues but above all the worsening and emergence of new pockets of social exclusion due to the impacts provoked on the labour market, on income distribution and on social protection mechanisms.

As several international bodies, chiefly the OECD, have rightly identified, for social economy organisations exploit their full potential and play a decisive role in their community, there are three fundamental areas of intervention on which intergovernmental bodies, governments (national, regional and local) and other social partners should focus their policies: promoting the creation of a favourable environment, developing mechanisms for their financial sustainability and including their actors in the decision-making process. All this effort should be the result of a multidisciplinary collaborative network, including the political-legal, economic and social aspects and the technological and environmental dimensions.
